19698 4/10, 4/17/26NOTICE: INVITING PROPOSALS FOR MAIN STREET MIXED-USE DEVELOPMENT PROJECT FOR THE TOWN OF PAYSON PROJECT NAME: MAIN STREET MIXED-USE DEVELOPMENT PROJECT SOLICITATION NUMBER: RFP-2026-004 SUBMITTAL DATE & TIME: 1:00 PM, PST on the 14th, May 2026 SUMMARY: The Town of Payson is soliciting proposals from qualified developers for a signature mixed-use project on a 1.52-acre Town-owned parcel on Main Street, backing to American Gulch, along with adjacent property northeast of McLane and Wilson Ct and west of Westerly. The Town seeks an experienced partner in mixed-use development, urban design, and public space enhancement to deliver a premier destination that drives economic vitality and community benefit as a cornerstone of its Main Street redevelopment initiative. PROPOSALS: Sealed proposals for the MAIN STREET MIXED-USE DEVELOPMENT PROJECT Request for proposal (RFP-2026-004) will be received by the Town of Payson until the submission deadline specified above. The contractor is responsible for making sure its bid is received before the time limit stated above. https://procurement.opengov.com/signup . To receive project updates, prospective contractors should follow this project on OpenGov. The solicitation document, including responses to questions and any addenda, will be available at Paysons eProcurement portal. All proposals WILL be tabulated by an evaluation team who WILL report his or her findings to the OWNER. Upon request copies of the tabulation WILL be mailed to BIDDERS the following day. It is expected that the OWNER WILL award the contract to the lowest responsive responsible bidder within thirty (30) CALENDAR DAYS. MANDATORY PRE-BID MEETING NO PLANNED MEETING Proposers must be eligible and licensed to do said work under and in accordance with, and must agree to conform to, the laws of the State of Arizona. Proposals must be submitted following the format outline in the RFP and submitted in the Town of Payson Open.Gov eProcurement portal. The OWNER reserves the right to reject any or all proposals or bids or to withhold the award of the contract for any reason it may determine. The OWNER SHALL determine which proposal is the most responsive proposal that reflects the needs of the OWNER. Proposals received after the time established for receiving proposals WILL not be considered. No bidder may withdraw its bid after the time established for receiving bids or before the award and execution of the contract, unless the award is delayed for a period exceeding sixty (60) CALENDAR DAYS. No bidder may withdraw its proposal for a period of sixty (60) CALENDAR DAYS after the date set for the opening thereof. The OWNER reserves the right to cancel this notice at any time. Any other provisions of this notice or the plans and specifications, to the contrary, the OWNER SHALL have the right to withdraw from and terminate the contract up to the issuing of the Notice to Proceed. Such withdrawal and termination WILL NOT give rise to a claim for damages from the contractor. This notice does not propose to be a complete statement of the terms and conditions of the contract or conditions for its execution. Such information is contained in the contract documents. Proposers SHALL comply with all federal, state and local nondiscrimination statutes in the operation, implementation and delivery of, including state and federal civil rights and disabilities laws. In particular, the CONTRACTOR SHALL ensure that the Town of Paysons obligation for program, facility and service accessibility in Title II of the Americans with Disabilities Act are complied with in all activities arising under this contract, and SHALL hold harmless the Town of Payson for any and all loss, including but not limited to damages, costs or expenses, incurred or arising from any alleged violation of the Americans with Disabilities Act under the auspices of this contract unless resulting from an intentional or actual negligent act of the Town of Payson and its employees. Failure to comply with the nondiscrimination or accessibility requirements herein SHALL be construed as nonperformance and may result in termination of funding, civil action or both.
