19871 9/15/26 Publish for ALL projects located in floodplain/wetlands PRIOR NOTICE E-P.1 - NOTICE OF PROPOSED PROJECT TO BE LOCATED IN (OR THAT WILL IMPACT ON) A FLOODPLAIN OR WETLANDS Date of Publication: September 15, 2026 The Town of Payson is proposing to conduct an ADA Sidewalk and ADA Park Improvements at Rumsey Park project to be funded with approximately $187,208 in FY2026 Community Development Block Grant (CDBG) funds received through the Arizona Department of Housing (ADOH). The Town of Payson has determined that this proposed Rumsey Park project lies in a floodplain/wetlands and thus is publishing this notice in compliance with Executive Orders 11988 or 11990 and the Floodplain Management Wetlands Protection Guidelines adopted by the Water Resources Council. This proposed project is located at 400 N. McLane Road in the Town of Payson, will consist of: 1. Install ADA compliant parking space and path at Dog Park a. Install firm and slip resistant Van Accessible Parking Space with signage b. Install accessible path from parking space to Dog Park ramada c. Stripe accessible space and install handicap parking sign 2. Update library parking spaces and parking lot sidewalk into ADA compliance a. Remove, regrade, and replace existing asphalt for frontage parking to meet accessible parking space slope requirements and tying into existing asphalt b. Remove and reconstruct two ramps to ADA standards c. Remove and replace sidewalk and curb and gutter to tie into new curb ramps d. Remove and reinstall ADA Parking Signs 3. Replace portions of sidewalk throughout park to meet accessibility requirements to ADA compliance a. Remove and replace existing concrete in 5 locations identified in ADA Transition Plan; and will involve 2 acres of floodplain. The Town of Payson is now considering potential alternative sites, potential flood impact on the proposed project, and potential mitigation to minimize flood hazard or wetlands impact.
