19884 10/2, 10/9/26 ADVERTISEMENT FOR BIDS Pine-Strawberry Water Improvement District Strawberry, AZ SV1&2 WLR, PHASE 2 Pine-Strawberry Water Improvement District (Owner) is requesting Bids for the construction of the following Project: SV1&2 WLR, PHASE 2 S16599 Bids for the construction of the Project will be received at the Pine-Strawberry Water Improvement District Office located at PO Box 134, 6306 Hardscrabble Mesa Rd., Pine, AZ 85544, until Thursday, October 22nd, 2026 at 2:00 PM local time. At that time the Bids received will be Publicly opened and read. The Project includes the following Work: SV1&2 WLR, PHASE 2 Project will include the installation of approximately 6,700 linear feet of 4 & 6-inch PVC water distribution system pipeline, new gate valves, new water services, and new water meters, to replace PVC pipe, and miscellaneous small diameter water mains. Bids are requested for the following Contract: SV1&2 WLR, PHASE 2 Project has an expected duration of 175 days and must be completed by April 29th, 2027. Obtaining the Bidding Documents Information and Bidding Documents for the Project can be found at the following designated website: planroom.sunrise-eng.com Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. The Issuing Office for the Bidding Documents is: Sunrise Engineering, LLC 2045 S Vineyard, Suite 101, Mesa, AZ 85210 Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office plan room as noted above and may obtain copies of the Bidding Documents from the Issuing Office. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. Pre-bid Conference A pre-bid conference for the Project will be held on October 8th, 2026 at 3:30 PM via Video Conference Call. Attendance at the pre-bid conference is encouraged but not required. Instructions to Bidders. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. American Iron and Steel Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference which apply to the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The following waivers apply to this Contract: De Minimis, Minor Components, Pig iron and direct reduced iron, and [no project specific waivers have been issued to date.] Federal Davis-Bacon prevailing wages apply to this project. Payment of the wages, fringe benefits and overtime rates is required. The appropriate Federal (Davis-Bacon) Prevailing Wage Decision must be physically incorporated into the bidding and contract documents. The construction category of Heavy (excluding dam construction) should typically be applied to all projects funded by WIFA. If you believe that a different category of wages, such as Building, should be applied to your project or portions of your project, please contact WIFA in advance. Weekly certified payroll submittal is required under the Federal Davis-Bacon laws.
