19619 12/16/25 Notice of Categorical Exclusion For the Town of Miami, Arizona Sewer Infrastructure Assessment & Risk Mitigation Study The Water Infrastructure Finance Authority of Arizona (WIFA) has received a request for financial assistance from the Town of Miami for a Clean Water State Revolving Fund infrastructure project. The purpose of this notice is to inform the public and request comments. WIFA staff analysis concluded that this project qualifies for a CATEGORICAL EXCLUSION following the requirements of A.A.C. R18-15-106, as amended. The proposed project will not impact the environment either by itself or in combination with other projects, and the environmental information provided has met statutory intent of the WIFAs environmental review requirements. Project Number: CW-013-2026 Project Name: Sewer Infrastructure Assessment & Risk Mitigation Study Project Location: Miami, Arizona Project Description: The Town of Miami plans to complete a sewer scope study to conduct video inspection and condition grading of 9,600 linear feet of high-priority sewer segments. Miami claims that no recent systemwide assessment exists for many high-risk areas. Without updated condition data, the Town is unable to plan or prioritize capital improvements, which they fear could leave public health, the environment, and system reliability at risk. 19613 12/16, 12/23/25 PUBLIC NOTICE YOU HAVE A VOICE IN AIR POLLUTION CONTROL IN ARIZONA The Arizona Department of Environmental Quality (ADEQ) proposes to issue Air Quality Control Renewal Permit Number 107892 to Carlota Copper Company for the continued operation of the Carlota Mine located at 2624 Forest Service Road 287, Miami, Gila, AZ 85539. The facility is an open pit copper mine which consists of a heap leach facility, rock stockpiles, and a solvent extraction and electrowinning plant. The mailing address for the facility is 2624 Forest Service Road 287, Miami, AZ 85539. The facility is subject to the requirements of the Federal Clean Air Act, Code of Federal Regulations, Arizona Revised Statutes (A.R.S.) § 49-426, and the Arizona Administrative Code, Title 18, Chapter 2. The facility emits the following air contaminants: coarse particulate matter with diameters 10 micrometers or less (PM10), fine particulate matter with diameters 2.5 micrometers or less (PM2.5), volatile organic compounds (VOCs), nitrogen oxides (NOX), sulfur dioxide (SO2), carbon monoxide (CO), sulfuric acid and hazardous air pollutants (HAPs). Competitive sealed proposals for the specified material or service shall be received by the Gila County Procurement Group, 1400 East Ash Street, Globe, Arizona 85501, until the time and date shown below. Proposals received by the correct time and date shall be publicly recorded. Gila County takes no responsibility for informing recipients of changes to the original solicitation document. Failure to submit addendums with the solicitation response may be grounds for deeming submittal non-responsive. Proposals must be in the actual possession of the Gila County Procurement Group on or prior to the exact time and date indicated below. Late bids shall not be considered. The prevailing clock shall be the clock on the Gila County procurement officer's cellular phone.
