19702 4/17/26 NOTICE OF THE PRELIMINARY DECISION TO ISSUE A SIGNIFICANT AMENDMENT TO AN INDIVIDUAL AQUIFER PROTECTION PERMIT The Arizona Department of Environmental Quality (ADEQ) welcomes comments on the proposed issuance of a Significant Amendment to an Aquifer Protection Permit (APP) for the following: Permittee: Green Valley Water Facility: American Gulch Water Reclamation Facility Location: 200 W. Main St., Payson, AZ 85541, Gila County Permit No.: 101541 LTF No.: 111433 Notice published in: Payson Roundup on April 17, 2026 Details The American Gulch Water Reclamation Facility (WRF) is an existing wastewater treatment plant. This Significant Amendment authorizes a facility upgrade and derating, including: Facility Upgrades: Construction of new headworks (mechanical screening and grit removal), an equalization basin, and a dual-reactor Ultraviolet (UV) disinfection system. Process Changes: Implementation of a Bardenpho process in three bioreactors to enhance nitrogen removal. Derating: Adjustment of the permitted design flow capacity to match upgraded system specifications. Monitoring Updates: Revision of the compliance sampling tables to require E. coli for routine discharge and Fecal Coliform for reclaimed water monitoring.
